It's a parts-to-whole program that begins with pronounciation and then doesn't start grammar until you have a fair amount of vocabulary down. IMHO this doesn't make a lot of sense because Latin is an inflected language, meaning the the grammar is absolutely critical to understanding vocabulary.
For example, nouns have different endings on them depending on their use in the sentence, so learning the word for "man" really doesn't mean as much in Latin as it does when you have the root for "man" plus the ending, telling you how it functions in the sentence. This means that in Latin you have multiple "words" meaning man, all with the same root but different endings.
Latin for Children, Latin Christiana, Latin Primer, Matin Latin, and a number of other choices all present vocabulary and grammar together, which is the more traditional and more logical way IMHO.
