From the diagram you made, it looks like 1 lb of prawns costs $4.70 more than 1 lb of fish. Everything is the same except your 5th item is P instead of F, and that purchase costs $4.70 more.
So,
FFFFFFFFF = $62.00 - ($4.70 x 4)
because if you had bought all fish, you wouldn't have spent the ($4.70 x 4) extra to buy prawns.
So, 9 lbs fish = $62.00 - $18.80 = $43.20
1 lb fish = $4.80
I am not sure if that is how Singapore intended for the problem to be solved... or if that is even the right answer LOL. But having done a couple of Sudoku puzzles this morning, I'm in the problem-solving mood :-)
