Too late for what?
It may be too late, but then again it may not; depending on what your planning for, etc.
That said, there are ways to speed things along. One idea that won't compromise math mastery would be doing Math on Saturday, and throughout the Summer.
36 weeks of school adds 36 Saturdays
Six days a week of Math in the summer for 8 weeks adds another 50 math days.
That's about 85 math-school days added or roughly 17 weeks [at 5 days/week], which shaves off a full semester right there.
It's no fun to do math on Saturday or in the summer, but as I tell my son, You have about 26 available half-hours each day; there's no hard in 1 of those 26 half-hours being spent on math :-)
