I certainly think so. It is very challenging, and it looks like your state has an Earth Science curriculum for high school (m)

I've used the BJU Space & Earth and read the standards for GA, and I can tell you this text covers everything they list in great detail (it even covers evolutionary origins, but probably not in as much detail as the GA standard text).

Apparently you also have to have Biology and one year of a Physical Science (chemistry/physics), but this could count as your other year required.

I would think to make it a high school level, you'd want to do as many of the activities as you can. There is plenty of math required in most of these.

I think most people would want to get their two required sciences out of the way first, but this is certainly a good option. I thought at the time that we used it (last year) that it certainly seemed like it would qualify as a high school level text.
