The syllabus contains a rough schedule for 4 quarters, along with suggestions for a vocabulary notebook, suggestions for writing papers (what is required) of each grade level, and a list of projects.
The requirements listed in the syllabus is what Hewitt requires of students enrolled with their school. I have found it helpful for making my own course schedule for my children, but I use it as a guide and don't require what they do. I have different views and standards for my children, as I'm sure all hs parents do.
As for *needing* it to teach the course: NO. Everything you need is in the manual.
